Verizon has to provide some way for them to get apps. Every carrier that sells Android tablets before 3.0 comes out will have to provide some type of app-store other than Google's Market.

I really doubt that is what is behind it, but certainly possible. Verizon is more into selling the service/connectivity than hardware so if they can sell more contracts (2 year lockin etc.) then ... maybe they will start offering tablets (with or without phones).
