If Google Chrome is not allowing you to download the MSI file from calibre's site you may have bigger issues on your machine. Running a complete malware scan of your machine as theducks suggests is a good place to start.

Review the various FAQ entries that BetterRed pointed you to.

FAQ MiscellaneousIf after following the steps in the above FAQ entries you still have an issue you can follow BetterRed's advice, boot into Windows safe mode as part of your re-install.
  • Delete calibre-3.22.1.msi
  • Uninstall calibre
  • Reboot your computer, Start up in Window's Safe Mode
  • Make sure all antivirus and anti-spyware are disabled
  • Download new calibre from https://calibre-ebook.com/download
  • install calibre
Which anti-virus software are you using? Don't forget Window's Defender is an antivirus program too. The error you keep getting indicates that something on your system is wrong and it is not allowing calibre to install completely.
