Obligation? No. Just as the publishers of copyrighted literature are under no obligation to allow heavy discounting -- or any discounting -- except for the publishers who agreed not to do it, until late 2014, as part of the antitrust settlement.

Amazon is doing just what could be expected if they used loss leader pricing to put competition out of business so they could then raise prices. They are under no obligation to avoid such tactics, true.
