ePub does not have this capability. Questions like this are not about readers or reading they are about database creation and should be in another forum on the format, or in the workshop. I am not aware of any format that has a conditional eBook reading program choice that automatically chooses another program. You can certainly start the program first and then open the book, most programs support this.
