The "pre-release" may have triggered this logic even for a free item or they may want address verification if your account has never has a credit/debit card attached.

Come to think of it, while in the U.S. for Christmas I 'renewed' my debit card, which resulted in a new number. However, while there I used it at Amazon for approx. $1500 to purchase some goodies.
