AMAZON is the only one who can choose to make your book free on ANY Amazon branch. They don't always match. A friend of mine waited nearly 7 months to see his matched. There is even a thread on kindleboards where we ask each other to report the free offering in HOPES to get first Amazon US to match the price on iTunes, Kobo, or Barnes and Noble by reporting the lower price, then the same with Amazon UK.

There are only two major companies that allow the author/publisher to list FREE as a price point. Itunes and Kobo. Barnes and Noble and Amazon work off matching. The only other way to get a 'freebie' on B&N is to go through Smashwords and tell them to tell B&N to list your book for free. (Which B&N doesn't always do and even then, Amazon still might not match)
