You are only correct for how you are installing 1.17, but the rest of us are proof it doesn't have to be that way. After it updates 1.17 to 1.19 uncheck the auto update then install 1.17 over the top of your existing 1.19 install and you will be fine with no need to worry about it auto updating. Of course if you keep uninstalling 1.19 before you install 1.17 you'll have a rough time since it will always upgrade (or schedule the upgrade) before you have a chance to stop it.
