The iPad already supports these features, so does every device with a web browser that supports Javascript and multiple windows.

It sounds like the author is asking for people to reinvent the World Wide Web. If authors want to release their works as web sites, they've had ample opportunity to do so over the past 30 years. I've seen several textbook sites that operate in a way similar to his description, this is nothing new.

Frankly, this is just another example of someone confusing reading with web browsing.
