Actually, I suspect something like this will end up happening eventually. Google has scanned gazillions of books. Last fall they settled with the US publishers and authors by proposing a scheme whereby libraries will be able to pay to access that content. If they team up with a large bookseller and get that additional leverage on the publishers and market, they may be able to work out a deal to sell access to that content to everyone. Ebook readers are in the news these days, so I think people are starting to understand that more is needed than just a "read online" solution.
