Input for picture/chart is in JPG format but it is included at the start of the text(RTF) for conversion to Mobi Output, whereas book covers in Calibre have a seperate input section I don't know if this makes a difference ?

JPG is supported (proper size range)
a ?image usually means the Image path/name did not convert properly (or the image was not present where the converter could find it). (If this was an EPUB, I would just use Tweak and look at the code)
