It is never leaving that single machine.
There is no translation to a public network address (the only way you could access the public network).
So you have to either run that application's server on that same machine;
or
You have to route that address:port on that machine to a gateway that does the required translations;
or
You have to do the gateway operations on that machine.

Translation: The problem is within your local networking.
