It's probably just one of the last tentative dates the publisher mentioned. "Maybe June 2018. Oops, maybe June 2019."
I've seen lots of this with long overdue books. The date usually comes from a placeholder date the publisher puts in their catalog for the next year, and then eventually abandons when the book doesn't materialize.
They'd have to honor the preorder, but that's not very difficult for them to do.
The bottom line, here, is that until the date is announced/confirmed on GRRM's blog, it's just hearsay.
