Works fine here - with the task bar on the left or bottom - I suspect its a mismatch between what your monitor is capable of and the settings in Windows.
What about other software - eg Windows Explorer alongside your browser?
Try right click on empty space in taskbar and Select Show Windows Side by Side - is it any different ?
