Keep in mind, a double digit percentage of the economy of Nigeria is apprently based on advance fee fraud. It's hard to imagine how the givernment was goaded in to pursuing
any kind of monetary crime.
In the US, piracy on that scale is criminal, and regularly prosecuted.
