Yes
- login to your Amazon account
- go to Your Account
- scroll down to Digital Content
- click Manage Your Kindle
- Your Kindle Library pops up
- checked out books have a bold, orange public library after the title
- find the book you want and click on the Actions box to the far right
- select Return this book
- Are you sure you want to return this Library Loan Ebook? Yes--No
That's it; nice and easy. If you do this often, you should probably bookmark Manage Your Kindle.
