For all but bigger publishers exclusivity is required for KU. In the case of this book however even if it wasn't KU it'd be exclusive since it's from Lake Union Publishing which is an imprint of Amazon Publishing & APub doesn't make their stuff available outside Amazon generally (either for retail or libraries).
