Yeah, that's precisely it. The Oasis can't tell what level the light used to be set at until it's awoken. The error, really, is that the default light level used when awakening should be rather low, 7 or 8 perhaps, so that it won't blind you if the light is out but you can still tell it's waking up (if the room is lit, you don't need the light to see that). Instead, it seems to be at 12 or thereabouts, 50% maximum, until it resumes far enough to tell what light level the user had set.
