There's nothing to dissipate... Amperage is like a capacity for work, if the the job is easy, there's no sweat. If the job is too hard, it just takes longer, or burns out the worker.

Just like all the different light bulbs you could screw into a light socket - 25w or 150w, the lighting circuit doesn't care, until you overload it and blow the fuse (or circuit breaker), the voltage stays the same at 110v (in North America)

Think of the charger amperage rating as a fuse rating.
