That's not quite how electronics work clint. The kobo draws 700mA @ 5V. The voltage must always be exact (all USB is 5V so no worries there). If you use a charger capable of delivering 1000mA (or more) it doesn't matter as the kobo will still only draw 700mA. Now using a 500mA charger may be problematic as depending on its design, the kobo may exceed the charger's rating causing it to fail.
Chargers for electronics should always be able to deliver the rated device current or higher.
