Apparently not. This is what it says on the Kobo website:

As of February 28th, 2019, the Mini will no longer be supported by Rakuten Kobo. This means it will no longer receive software updates, and will not be able to connect to the Kobo Store.
Apparently the only point of the update is to prevent bricking the device if you need a factory reset. After February 28, the only way to get books on the Mini will be to sideload them.
