While you're right that it's probably not the best idea for an average user to install usbnetwork and do things that they don't understand, it's not a "hacker's tool" in any way. It's simply a way to get command line access to the kindle operating system. That's totally normal and basic functionality for any Linux system. But yes, it does allow to shoot yourself in the foot if you're not careful.
