short answer, no.
long answer, maybe but it's a lot more work than it's probably worth.
Kobo runs on a *nix, not Android. So you'd need to install android, get that all set up and working, and then install the app.
While this can, maybe, technically be done, the results are generally not great and involve a lot of work to set up.
There are some things you can install like KOReader which do not require as much work, and are easier to recover from a botched install.
