To close for the day, it has to be still snowing at around 4am with no obvious signs of stopping, generally. Though 2cm of ice and no power anywhere will do it, too.

It snows here a lot. If they closed every time we get a few inches of snow, we'd be shut from November to March. Oddly enough, the school year here extends from September to May. But the current university president is much better about closing than previous administrations have been. The official word has always been that our university has a "residential" campus so we're expected to continue as usual regardless of the weather. (Yeah, "residential." More than 50% of the students and probably more than 80% of the faculty and staff live in other towns.) The new guy seems to have a more realistic attitude.
