Not quite true, for several reasons.

1.)You cannot run new OS versions on older hardware. My wife's old 3G would slow to a total crawl with iOS4.

2.)A significant percentage of iOS users wait for the jailbreak to be available before upgrading to new versions.

3.)Many Android users upgrade their phones with user ROMs (which tend to run a lot better than official ROMs). Besides, most of the problems with user ROMs are created by device manufacturers or phone companies. These two really are the ones responsible for upgrade delays.
