Quotation Marks in Japanese ebooks

I've noticed that the quotation marks in Japanese-language ebooks do not display correctly on the Kindle Paperwhite. I can only assume that the software is using halfwidth quotation marks "「" and "」" instead of the fullwidth quotation marks "「" and "」", and that this is breaking the grid-like arrangement of the otherwise fullwidth characters. As far as I can tell, some books appear to be trying to work around this by adding a fullwidth space at the start of new dialogue lines, but that isn't a very good solution either. Is there any way to make the Kindle display fullwidth quotation marks as one would think that it should be doing?
