Did you try setting
O argument in window title?
O defaults to U and, as far as I understand, it declares possible orientations of the window.
Try setting "L:A_N:application_ID:xephyr_
O:R" (or O:URL for multiple possible orientations) title before running /usr/bin/lipc-set-prop com.lab126.winmgr orientationLock R.
