It's certainly
supposed to be installing an icon. If you install Sigil system-wide (/opt/sigil) the icon is installed to /usr/share/pixmaps. If installed to your home directory, the icon is installed to ~/.icons.
In my testing, this seemed to work on the widest variety of systems out-of-the-box. Where does your system pick up it's application icons from (or where did you put your downloaded one)?
