Yes, I think a voice-activated menu would be more useful for those people than the blind (I mean, most often menus are simply: press down, three times, then press left, then press down two more times and then press enter, so, a sequence and as long as the buttons have some tactile feeling, it shouldn't be too hard to learn, the same as being able to type blind on a keyboard)
