drm restrictions icon

how/where does one check when a drm restrictions indicator is displayed for a book? If on clicking on the book, Adobe/ePub/DRM are listed on a Kobo site, does this mean that the book can be downloaded, converted & then transferred to my kindle? Totally new at this, not tech savvy enoough, checked the Users Manual but could not find the answer & pretty confused with the flood of information. Would appreciate if anyone can help please. Thank you.
