Linux is a clone of UNIX, was made for university mainframes: big computers without keyboards or monitors, on which the students ran their programs connecting to them via phone cables.
As the modern personal computer is used by businesses and families, not by university students, and it has a keyboard, a mouse, a display unit, and has to run modern software, the Linux architecture is very inadequate, and it is impossible to turn it into a usable operating system like Windows.
