Kind of; but the iPhone has a long list of features that the iPod touch doesn't have:

- CPU: dual-core vs single-core

- Siri: yes vs none
- Size: 4.5 x 2.3 x 0.37" vs 4.4 x 2.3 x 0.28"

As you can see, the iPod touch is quite weak compared to the iPhone. What I want is an iPhone with the 3G/4G radio stripped out and everything else left intact.
My question is why Apple won't do it. Are they afraid people will stop buying the phones?
