Are you doing a zip-to-epub conversion or importing your html file into the calibre Editor to create the epub?

If the former, what do you have set on the 'Convert - Page Setup' page in the 'Output profile' menu? If it's not already set to 'Tablet', change it and try the conversion again. The 'Tablet' option makes no attempt to rescale images to fit the older smaller screen resolutions, e.g. a 1500x2000 image should still be the same size after conversion.

I'm not sure whether calibre can make other automatic adjustments to image quality during conversion.
