The behaviour you defined is expected.
People that want to disable highlights completely (because they never use it, had input difficulties ...) can disable it entirely with Gear -> Tap and gestures -> Long-press on text -> do nothing.
The rest of the people should be ok tweaking their desired action on long press, including a popup with all options (which is the default), and just avoiding any long press using mind power
