If they don't want to use email as a way of contact and aren't going to answer in a reasonable amount of time then they shouldn't offer it as a contact method.

Is it possible the email went astray? Here's a news flash for you: emails do get lost in the ether, or erroneously moved to a spam folder, etc. in case you haven't noticed, technology isn't perfect. BTW, I feel certain Skype works from Peru or anywhere else.
