I think it is because the way it was originally presented in the conversation was as a tax that you pay additionally and seperately. like at the end of the year saying; "ok, and here's some more money for "use tax" for stuff that I didn't receive or maintain receipts for". we're accustomed to sales taxes, certainly. it just "felt" like a very different sort of tax
