The reason (I'm guessing) idpf went with xhtml is to ease adoption. There is a lot of code already out to deal with HTML. A new DTD would mean having to re-write a lot of code from scratch and chances are the new format would never catch on. Also XHTML gives the author more power and flexibility which isa good thing. STraitjacketing people for their own good is not the right approach.
