Keeping in mind that english isn't my native language, I'd definitely think them different - "sea" changes the sound at the end, while "see" is just a long-drawn "eee".
"cee", "see" and "zee" would sound the same, IMO.

It may be a backwards-explanation, but it certainly helps to differentiate verbs and nouns.
Which is, contrary to popular opinion, quite important. You can get by without, of course - but it helps a lot.
(Same goes for stuff like punctuation.)
