Do the iPad’s missing apps point to a multitasking dashboard?

Not sure if its true, but the home screen did look oddly..sparse.
(Also, the demos showed the home row with the classic iPhone/Touch 4 icons-my understanding is the actual SDK Simulator shows 6 icons)
