True, some iOS7 features will not be supported on older devices due to lack of hardware ability and/or planned obsolescence, etc. You have to decide if your older device would benefit with iOS7. But at least the choice is yours and not up to a cellular carrier or device manufacturer as to whether it can be implemented on your device w/o jailbreaking. Personally I would much prefer iOS6 on an older device than a newer device running the latest Android version.
