As simplified as possible basic explanation:
Emulator:
A piece of software "rebuilding" the console in your computers' memory
ROMs: 1:1 copies of cartridges to a file so it can be accessed by the emulator

Great, this way having the matching ROM means having a backup file as opposed to a pirated copy
