The US Copyright Office is part of the Library of Congress and copyright holders must make a "mandatory deposit" providing two copies of a works "best edition" within 3 months of publication to the Copyright Office. Foreign publications must submit at least one copy of any work they distribute in the US.

However the Library of Congress doesn't retain copies of all works IIRC. Not sure what the criteria are for what gets kept and what doesn't.
