I just wondered, how do self published authors get book covers? Do they create them themselves?

Being a very visual person and a web designer, I am guilty of judging a book by its cover, and in so many cases, when a cover looks amateurish, I tend to believe that the content can't be much better. In many cases, I find that the tiniest changes could improve the cover.
As a test, I'd love to redesign a poorly designed cover and see if the number of downloads/sales increases.


Anyone interested? Has anyone here played around with their cover to test it out?
