Correct. I'm in the UK and I've bought, in my life, 3 kindle keyboards and 3 kindle 4's. 2 of the keyboard ones were refurbs and came in plain cardboard boxes. All the new/retail ones came in boxes with pictures on them.
Also, when I first bought kindle 3's/keyboard (they were the latest model at that point) the new ones came with a mains power adapter, the refurbs didn't.
