In theory, it does, and you can make a K8 book with both (although it will not work on a K8 device--only, at this time, iOS devices via sideloading only). What you can't do, as an Indy publisher, is publish it and sell it via KDP. I mean, if naught else, the filesize limit is 50MB at KDP; that alone sort of puts the kibosh on embedded video.

However, the KDP also will not process a MOBI file (or an ePUB file) with embedded audio/video and have it work properly...you'll get a MOBI file that won't work at all, much less display video or play audio. It'll generally crash. The html5 tags of audio and video are, humorously, expressly shown as "not supported" on K8 devices in the HTML table at the end of the Guidelines.

Only those publishers that have publisher accounts (like Big6 companies) with Amazon, and a "feed" that is really an FTP, can upload Audio/Video embedded ePUBs and have them work on Amazon's platforms. That feature is not yet available to individual or small imprint publishers.
