That's the trouble with a successful public health campaign. When it works, and disaster is avoided, the officials who sounded that alarm are made the subject of ridicule. Had no warning been given and no steps taken and a pandemic occurred, governments around the world would have been castigated for inaction.
As those who gave the warnings made plain at the time, no one knew just how it would play out. It was a case of better safe than sorry.
