Hard to see how they can apply this to Apple, but not to Nintendo with the DS, or Nintendo/Microsoft/Sony with the Wii/360/PS3, all of which only run applications/games blessed by the manufacturer.

Acording to

"Apple isn’t, however, being singled out. The commission is considering investigating how other companies are handling interoperability in the smartphone market, too."
That sounds pretty definitive and "all inclusive" to me.
Worldwalker is 100% right -
"So give the consumer a choice: run only apps with an Apple-approved tag, or choose to take a risk. If they want the benefit of restrictions they have the option to do so; if they want freedom, they have that option too."
Those who think that Apple is always right will be happy. And some who think differently, like myself, may consider buying Apple products in the future.
