Any of those could be causing the power supply to not start up...or it could be the power supply itself.....

Power supply. I've had failures in other components, but the power supply still turned on and the fan started up.
Over the past 15 years or so, power supplies have been the biggest failure point here.
Does your power supply have an external on/off switch on the supply itself? I've had cases where the machine would not power on, and the fix, was flipping that switch to Off, unplugging the power cord and plugging back in, flipping the switch to On again, and doing a normal power on from the front panel.
