Libraries will have a limited number of copies of ebooks, and when those are all on loan, everyone else has to wait just as they would for pbooks, so in that sense library ebooks shouldn't kill bookseller sales anymore than library pbooks.
But I think you make a good point. To the extent that ebook purchasers don't view ebooks as equivalent to pbooks (due to DRM), they may view library ebooks as a good substitute for an owned ebook purchase, while they may not have felt the same way about library pbooks vis a vis owned pbooks.
