Honestly, I think the better solution to this is to add a Devices tab to the preferences window. It's far more obvious there than in the plugins section (you could leave it in plugins too, and make them work together).

The other thing to do, and I know it's more work, is to have everything disabled at first, and to have a device recognized immediately the first time it's attached while Calibre is running. Have Calibre ask the user, "Do you want to enable synching with this device?" If they answer Yes, do it. If they answer No, set a flag so they're not asked again, but also give them a short message telling them where to enable the device.
