you need to complain daily until that dog is taken care of or removed. and if they just put a muzzle on it, complain about that as well. my dog goes in and out as she wishes (commands, I have to open the door). she has almost 10 acres to wander on. pretty chill deal for a dog! she also get to go to the puppy park several times a week to play. Kindle Kitten had a cat flap and we know how that turned out. when I'm working in the garden the Savannahs go into harnesses with leashes and come out. I've started to let Strider wander a bit dragging his leash. so far that is working.
